2-2 Characteristics of Violations
  Fig. 4 is an excerpt from The Research on Techniques for Safe Driving, a 2006 report from Japan Safe Driving Center.
It shows the percentage of male traffic offenders who committed only that specific violation, selected out of the data randomly sampled at the end of 2005 by gender and age group from the 78 million driver's license holders nationwide (sampling rate: 0.1%).
  Of 6,905 drivers who committed speeding offences, 47.1% violated only this rule, and 45.3% of 7,136 drivers who failed to wear seatbelt were at fault only in this respect.On the other hand, of 398 drivers who ignored the ban on the use of cell phones while driving, and 446 people who were caught driving poorly maintained vehicles, only 18.8% were guilty of that offense alone. As seen from the figures, there seems to be a difference, depending on the type of offence, whether drivers tend to break only that specific rule, or they tend to commit other traffic offences as well..
