Section 8 Stronger neglect in the elderly
  There are two parties that participate directly in a traffic accident. The one that commits the more serious neglect is called the primary party and the other one is called the secondary party. If we define primary party rate as

  Primary party rate = 100 × Primary party participant number / Primary and secondary party participant number total (%)

  then, the interpretation can be made that the higher the primary participant rate, the higher the incidence of neglect.

  In Fig. 27, the primary party rate is shown by driver age group for accidents caused by two automobiles. The primary party rate in the elderly age group is very high, implying that this age group is prone to making more serious mistakes. For reference, the average primary party rate for the total combined age groups is 50%. While the details are not described in this issue, it was also shown that when driving vehicles other than automobiles (or when walking), the elderly also have a high primary party rate.
